Judging from the fact that there has been a car with a handicapped permit parked at a meter outside of my apartment for about 2 months now, I assume that you are allowed to leave your car for as long as you want in a meter spot without paying. Is this true?

What is the deal with alternate side parking? Can you park there too and never move your car for street cleaning?
