Is there something we can do about it? Teachers Aids making less than fast food workers?

My husband has been working as a teachers aid for a mentally handicapped children school in NY state for over a year now and still makes less than $8.00 and hour. It doesn’t seam right especially because people that work at fast food places as well as department stores such as Walmart start at about $8.00 an hour and we know they get decent raises every few months (we know people who work there). Is there something that we can do or someone we could talk to about the state paying teachers aids more? He was given a $0.50 raise last November, 2 weeks later Albany took it back because it wasn’t fair to the other people who have been working there longer, which was understandable but they should have never approved it in the 1st place then. I was just hoping that someone could give us an idea on if there is something that we could do. My husband loves his job just hates the pay. Thanks to all who repond.
