It appears the building is more than twenty years old, and it’s a 3 story apartment building in Los Angeles, CA. There are stairs but no elevator. A wheel-chair confined person could not live on the 3rd floor. What would happen if a handicapped person wanted to live on the 3rd floor? Would they sue? Curious.

I think it is something such as irobotics. But i”ve had no luck locating the site. It is a powered chair, but it will rise from it’s standard 4 wheel position to a 2 wheeled position. It is set up as to be usable on sandy terrain as well as around the house or street. It will also handle stairs and curbs, without a ramp.
